In Control is a national project developed in partnership with the Valuing People Support Team, Mencap, Local Authorities and a range of independent organisations. It’s about people having more control of the support they receive and the lives they live.
A national pilot of In Control, which took place in six local authority areas, began in 2003 to test Self-Directed Support as a model of social care. All of these pilots focused on people with learning disabilities. By 2006 there were 80 Local Authorities signed up to the system of Self-Directed Support and pilots were focusing on a full range of needs of people who use social care services.
The current way of supporting people (a social worker assesses a person, checking if someone is eligible to get services, a Social worker writes a Care Plan, then care and support is arranged) does not put the person receiving services in a position where they can control or decide their support. It also means they don’t know how much money has been used to provide that support.
In Control turns the system around and puts the person back in control. The person, with support if appropriate, carries out their own assessment of need from a list of statements. If the person is entitled to receive support, the council checks the assessment is correct and gives money to the person for the support to meet their needs.
In Control changes the power relationships and puts the person at the centre of the process.
In 2006 Newcastle Social Services decided to run an In Control pilot. The Edward Lloyd Trust was one of four support providers chosen to support people in the pilot. From our experiences with the four people we initially were asked to support, we have learned a lot about the benefits and pitfalls of In Control
We believe this involvement in the local pilot will provide us with a lot of information when Individual Budgets go live in 2011.
